A building permit is required to construct a new building or structure; to demolish, alter or add to an existing structure; and in most cases, to change the use of an existing building. A building permit is also required to install, add to or alter a plumbing system. All construction must comply with the Ontario Building Code, the Thunder Bay Zoning By-law and all other applicable laws.
The Building Division issues building permits. Application forms and a series of information brochures dealing with single detached dwellings, residential basement development, residential decks, residential accessory buildings, residential solid fuel burning appliances (woodstoves and fireplaces), plumbing applications, residential building/plumbing inspections, construction projects, and renovation and alteration projects are available from the Building Division offices. You must obtain your building permit before starting construction.
If you are planning to construct, renovate and/or alter a building in a manner that would not comply with the Zoning By-law, you must amend your proposal to conform before a building permit can be issued. Applications to amend the Zoning By-law are processed by the Planning Division. The Committee of Adjustment handles applications for minor variances.
