Construction Services

Construction Services is responsible for the administration and management of capital projects for city-owned facilities. This includes the planning, design development, construction, renovation and commissioning of both new and existing buildings.

 Mission Statement

The mission of Construction Services is to provide the City of Thunder Bay with high quality, sustainable facilities through new construction and by enhancing and continually improving existing facilities in a responsible manner. We achieve this with the planning, development and implementation of capital projects that steward the physical environment and support corporate strategic objectives.


Continuous Improvement and Innovation – Enhance project delivery practices to maximize efficiency and gain value. Ensure that physical changes to the facilities comply with City of Thunder Bay policies and guidelines as well as the design and construction standards and applicable legislation.

Accountability – Ensure that project management services address asset management priorities and are based on realistic assumptions. Maintain project information systems to support project delivery goals.

Growth and Development – Continuous support and development of Construction Services is an ongoing commitment for the Asset Management Division, Community Services Department and the City of Thunder Bay as a whole.


  • Provides project management services for the lifecycle and cyclical renewal needs of more than 2,100,000 square feet of municipal facilities including exterior building envelopes, interior refurbishment, life safety, and mechanical and electrical systems;
  • Ensures staff are appropriately accommodated with a flexible standardized approach to furnishings and office spaces;
  • Incorporates accessibility upgrades into facility renovation projects;
  • Leads teams of professionals through the design, construction and commissioning of new facilities and facility renovation projects; and
  • Promotes and supports a culture of continuous improvement and demonstrates leadership in new and emerging technologies.
