Facilities Services

Facilities Services is responsible for managing municipal facilities by using best practices in preventative maintenance, operations and repair to provide safe and functional spaces for all users.

 Mission Statement

The mission of Facilities Services is to provide the City of Thunder Bay with high quality, sustainable facilities through preventative maintenance operations and repair by enhancing and continually improving existing facilities in a responsible manner. We achieve this with the planning, scheduling, development and implementation of services that steward the physical environment and support corporate strategic objectives.


Continuous Improvement and Innovation – Review and improve services to maximize efficiency and gain value. Ensure that preventative maintenance and repairs service comply with applicable legislation, codes standards as well as City of Thunder Bay’s by-laws, policies and guidelines.

Accountability – Ensure that facility services address asset management priorities and are based on realistic assumptions. Maintain information systems to support service delivery goals.

Growth and Development – Continuous support and development of Facilities Services are an ongoing commitment for the Asset Management Division, Community Services Department and the City of Thunder Bay as a whole, and provides for local and regional growth and development.


  • Facilities Services manages the sections building portfolio for approximately 150 buildings covering 2,100,000 square feet of municipal and regional facilities such as Community Centre’s, Pools, Splash pad, Arenas and Stadia as well as Emergency Services, Corporate and Administrative buildings.
  • Manage facilities security.
  • Manage contract services as it relates to maintenance, repair, janitorial, security and operations of buildings, equipment and grounds.
  • Promotes and supports a culture of continuous improvement and demonstrates leadership in new and emerging technologies
  • Ensures that our facilities, related equipment and systems are maintained to relevant codes, regulations, standards and municipal by-laws. Provide maintenance, repair, janitorial and operation of indoor pools, outdoor pools and splash pads to support specific programming, business related functions and needs
  • Provide technical consultation as it relates to security, building design, automation, janitorial, electrical, construction as well as the maintenance of buildings and grounds.
  • Manage the Corporate backflow prevention program, designated substance’s, hazardous waste inventory and the corporations Electrical Safety Continuous Safety Services program.
