Fleet Services

Fleet Services Division is responsible for the management of City vehicles and equipment through fleet training, preventative maintenance operations and repairs which maximize safety and environmental sustainability, and minimize lifecycle costs.

 Mission Statement

The mission of Fleet Services is to provide the City of Thunder Bay with safe and reliable fleet and equipment assets. This is achieved through capital planning, preventative maintenance, operations and repairs by enhancing and continually improving existing fleet and equipment in a responsible manner and supporting corporate strategic objectives.


Continuous Improvement and Innovation Enhance fleet practices to maximize efficiency and gain value. Ensure that fleet services comply with City of Thunder Bay policies and guidelines as well as applicable standards and legislation.

Accountability – Ensure that fleet operations address asset management priorities and operational requirements. Maintain information systems to support service delivery goals.

Growth and Development – Continuous support and development of Fleet Services is an ongoing commitment for the Asset Management Division, Community Services Department and the City of Thunder Bay as a whole.


  • Provides scheduled maintenance and repair to a diverse portfolio of equipment classes and vehicles;
  • Keeps complete operating and maintenance records for each asset in the fleet;
  • Regularly inspects and tests vehicles and equipment;
  • Ensures safe fleet operations through equipment operator training;
  • Ensures provincial legislation is adhered to for the safety of people and the environment;
  • Creates, assigns and monitors programs involving contract services;
  • Provides capital asset planning, preventative maintenance, operations and repairs with respect to vehicle acquisition and life cycle replacement strategies;
  • Promotes and supports a culture of continuous improvement and demonstrates leadership in new and emerging technologies;
  • Implements green fleet initiatives through Corporate Energy management and fuel management strategies;
  • Administers Commercial Vehicle Operator’s Registration (CVOR), ensures MTO certification and provides safety management;
  • Manages a portfolio of over 550 vehicles and equipment.
