Phase 3 Feasibility Study - TBECC

The Final Phase 3 Feasibility Study Report for the Proposed Thunder Bay Event & Convention Centre was accepted by Council Monday, Sept. 29, 2014, allowing the City to move on to Phase 4 to secure funding for the project.

Major highlights of the final report include:

  • Schematic design provides for 5730 fixed spectator seats (7600 seats in full concert mode) and 43,877 sq/ft of convention/conference space (65,537 sq/ft including spectator facility floor)
  • Total gross capital cost (net of direct offsetting capital funding contributions) of $109.0 million. Encompasses a proposed Guaranteed Maximum Price (GMP) of $101.1 million which is subject to Council approval of a Design Build agreement with PCL Contractors, should the project proceed to Phase 5 Detailed Design and Construction
  • Proposed YR1 net operating cost of $1.2 million including full capital replacement reserve provision and facility management fees. Excludes any offsetting net savings as result of decommissioning/re-use of Fort William Gardens
  • Projected one-time total spending economic impact from construction of $173.1 million (Ontario) and $191.4 million (Canada)
  • 615 direct person years and 1050 total person years of new employment from construction (1140 – Canada)
  • $19.0 million in one-time direct tax revenue from construction (combined Ontario and Canada)
  • Annual economic spending impact of $26.6 million ($29.8 million-Canada)
  • 255 to 270 new person years of employment annually
  • $13 million in total visitor spending annually
  • Within 800 metres, total proposed net increase of 435 new public parking spaces (encompasses 640 new public spaces offset by loss of 205 spaces on TBECC proposed site). Other opportunities continue to be pursued to secure dedicated additional parking spaces in the TBECC parking precinct
  • Proposed TBECC Parking and Traffic Plan prepared by the BA Group, provides for variety of parking facilities and services and maximizes pedestrian connections close to TBECC
  • Options for Transit Terminal relocation under preliminary investigation

On June 9, 2014, results of the statistically valid Proposed Event & Convention Centre Community Attitudes Survey were presented to City Council. The Survey shows the majority of residents support the development of the Thunder Bay Event & Convention Centre.

The survey, conducted by Ipsos Reid, shows 61 per cent of respondents support the current Event & Convention Centre proposal and another 13 per cent support the development of an event centre in some form. Six-in-ten residents (64 per cent) indicate a 1 per cent potential property tax increase to cover construction and operating costs is acceptable (58 per cent find a 1.5 per cent increase acceptable).

As part of the City’s ongoing community engagement for the proposed Thunder Bay Event & Convention Centre, a Phase 3 Public Information Session & Community Update was held May 27, at the Italian Cultural Centre. Consortium architect Chris O-Reilly of BBB Architects presented the schematic design to date of the proposed facility.

Over the past four years, the City of Thunder Bay has been systematically and diligently evaluating a proposed new Thunder Bay Event & Convention Centre (TBECC) as a replacement to the Fort William Gardens and to address the need for a regional facility for sport tourism, conventions and other major events.

TBECC encompasses a 5,700-seat spectator facility and a 50,000-square-foot convention space. TBECC is projected to host an estimated 270 events annually, compared to 55 events currently being held at the Fort William Gardens. Approximately 180 of these event days will be held in the convention centre/conference facility and 90 in the spectator component.

CITY NAMES Potential PRIVATE Sector partner

City Council has authorized City Administration to negotiate a non-binding letter of intent to form a partnership with a consortium called Thunder Bay LIVE!, which will allow the City to move ahead with the facility's development. Thunder Bay LIVE! was selected after a Request for Expressions of Interest process, which is part of Phase 3 of the event and convention centre project. The letter will be presented to City Council prior to April 14.
