Road Work Ahead


September 6, 2012 – Major construction projects and smaller public works enhancements including road and sidewalk rehabilitation, sanitary and storm sewer and watermain replacements, bridge work and streetlight renewal continue across Thunder Bay.

City Council approved an Enhanced Infrastructure Rehabilitation Program (EIRP) in 2012, with $2 million going towards pavement rehabilitation. Other projects are funded by the City’s Capital Budget and some receive additional funding through the Federal Gas Tax Program. The City’s total capital infrastructure spending will be $22 million in 2012.

Road work can result in road closures, detours and delays for drivers. Drivers should reduce their speed, be alert, watch for workers and drive with extra care in construction zones.

The following areas are scheduled for road work and other major infrastructure maintenance, expected to affect traffic from Sept. 6 to Oct. 4, 2012.

Temporary Street Closures Will Be In Effect:

  • Saturday, Sept. 8 from 9 am to 6 pm, Victoria Avenue from Brodie Street to Simpson Street, and May Street from Miles Street to Donald Street will be closed for Fort William Fall Street Fair.
  • Sunday, Sept. 23, for the Thunder Bay Marathon:
    - Closed 7 am to 11 am - Court Street from Park Avenue to Fort William Road, Fort William Road from Court Street to Spofford Street, Spofford Street from Fort William Road to Lisgar Street, Lisgar Street from Spofford Street to High Street, High Street from Lisgar Street to Beverly Street, Beverly Street from High Street to Balmoral Street (Beverly Street will be coned down the centre line, and traffic will use the eastbound lane), Riverside Drive from 8th Avenue (north of Central) to cul de sac north of Harbour Expressway, east lane of Ford Street North from Riverside Drive to Park Row, Dease Street from Balmoral Street to parking lot.
    - Closed 7 am to 2 pm - Bobby Curtola Drive, Saul Laskin Drive, Marina Park Overpass, Cumberland Street from Marina Park Overpass to Park Avenue, Park Avenue from Cumberland Street to Court Street, Court Street from Park Avenue to Gibson Avenue (cones along the centre line of Court Street between Camelot Street and River Street, west lane to be used by traffic with right turns only from River Street, Harrington Avenue and Roy Court to allow access to Safeway), Cooke Street at Court Street, Van Norman Street from Court Street to Cumberland Street, Tupper Street from Court Street to Cumberland Street, Villa Street from Court Street to Cumberland Street, Gibson Avenue from Court Street to West Lyon Blvd., West Lyon Blvd. from Algoma Street to Arundel Street, Arundel Street 50 metres east of Chartwell entrance to Black Bay Road, Centennial Park Road from Arundel Street to parking lot, East Lyon Blvd. from Arundel Street to Current Avenue, Grenville Avenue from trail to Adams Street, Adams Street from Grenville Avenue to Current Avenue, Current Avenue from Adams Street to Rita Street, Cumberland Street Bridge westbound curb lane over bridge.
    - Note: Police Officers will allow traffic to cross race course when possible at: Pearl & Court, Bay & Court, John & Court, Memorial & Lisgar, Beverly & Winnipeg, Beverly & Balmoral, Central & Riverside Dr., William & Ford, Red River Rd. & Court, Red River Rd. & Cumberland, Camelot & Court, Camelot & Cumberland, Water/Cumberland & Marina Park Overpass, River & Court, McIntyre & Court, Clavet & Court, MacDougall & Court, Adams & Dewe, and Marion & Grenville.
  • Sunday, Sept. 23 from 12 noon to 4 pm, Second Avenue from Winnipeg Avenue to Memorial Avenue will be closed for the AIDS Walk for Life.
  • Sunday, Sept. 30 from 9 am until 12 noon, east lane northbound of Edward Street Bridge between Riverview Drive and Parkway Drive, and Legion Track Drive from Brunswick Street to north/south portion of Legion Track Drive will be closed for CIBC Run for the Cure.

Road Work Ahead:

Sewer & Watermain Work

  • St. Paul Street from Red River Road to Van Norman Street will be closed to traffic until Sept. 31. The sanitary sewer, watermain and storm sewer will be replaced and the road will be resurfaced. The curb and gutter, and the sidewalks, will be replaced and new decorative boulevards and tree pits will be added.
  • Sewer and watermain replacement is scheduled for Donald Street from Vickers Street to Franklin Street. The road is closed to traffic.
  • Montreal Street from Neebing Avenue to James Street will be closed periodically for the installation of a new storm sewer and road resurfacing.
  • Market Street is scheduled for storm sewer construction and repaving. Local traffic only and possible road closures as the work proceeds.
  • Sewer and watermain replacement, street lighting and streetscaping continue on Algoma Street between John Street and Bay Street. Base lift paving will be complete in the first week of September. Streetscaping will continue. The road will be open whenever possible. Underground work on the block between Cornwall Street and Bay Street will begin the second week of September and will continue until completion at the end of October. The Cornwall Street intersection will be shut down completely periodically to allow for sewer and watermain tie-ins.
  • Watermain replacement and street resurfacing work will begin on Glenoah Avenue from Rosslyn Road to the south limit, and will last approximately five weeks. Local traffic only.
  • Sewer and watermain replacement and road resurfacing is scheduled for McLaughlin Street from McNaughton Street to Pacific Avenue. The road is closed to traffic.

Bridge Work

  • The Arundel Street Bridge and 110th Avenue Bridge will be restricted to one lane on Saturday Sept. 8 and Sunday Sept. 9 to conduct structural inspections.
  • Road, Street Lighting & Sidewalk Improvements.
  • Work continues on Arundel Street to provide erosion protection on side slopes.
  • Road reconstruction will take place on Harrison Street and Harrison Place. Local access only and interruptions to driveways is expected.
  • Road resurfacing and watermain construction is under way on Neebing Avenue. Watch for detours around the construction area. Local access only.
  • Work continues on Strathcona Avenue to install top lift paving.
  • Road reconstruction on the perimeter streets surrounding the new Consolidated Courthouse in the South core is expected to proceed. There will be block-to-block closures to traffic and parking as the work continues. Businesses are open as usual during construction.
  • Miscellaneous paving repairs are scheduled for Memorial Avenue and Central Avenue intersection.
  • New and rebuild work on traffic signals at the following intersections: Oliver Road & Thunder Bay Regional Health Sciences Centre/Lakehead University Field House, and Vickers & Miles Street. Watch for lane closures as the work proceeds.


The above list includes major, traffic-affecting construction only. Work including sidewalk replacements is also proceeding in residential areas and other areas around the City. The schedule is subject to change. Watch for monthly, updated information on construction work within the City.
