Road Work Ahead


September 18, 2008 – Construction projects in Thunder Bay can result in road closures, detours and delays for drivers. Watch for signage and please drive with extra care in construction zones.

The following areas are scheduled for road and other major infrastructure work expected to affect traffic during the period from September 18 to October 17, 2008. Funding for these projects is provided by the City's Capital Budget. Some of this year's construction projects, including road and bridge work, are being funded through the Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF) and the Federal Gas Tax Program and Provincial Municipal Infrastructure Investment Initiative. With the COMRIF program, Federal and Provincial governments each contributed one-third of the cost of eligible projects and the City of Thunder Bay contributed the remainder.

Temporary street closures will be in effect:

  • Sunday, Sept. 21 from 11:30 am - 2:30 pm – St. Andrews Presbyterian Church 100 Year Anniversary, Brodie Street South from Donald Street to 211 Brodie Street South.
  • Every Saturday from Oct. 4 to Oct. 25 from 7 am - 3 pm – Victoria Avenue Downtown Farmer's Market, Victoria Avenue East from May Street to Brodie Street.
  • Sunday, Oct. 5 from 9 am - 12 noon – CIBC Run For The Cure, East/West portion of Legion Track Drive between the North South portion of Legion Track Drive to Brunswick Street.
  • Wednesday, Oct. 8 from 1 pm - 7 pm – Canadian Pacific Spirit Train, Bobby Curtola Drive from Marina Park Overpass to Prince Arthur's Landing  - Saul Laskin Drive from Bobby Curtola Drive to Bobby Curtola Drive.
  • Wednesday, Oct. 8 and Thursday, Oct. 9 – James Street Swing Bridge, CN are proposing closure of the swing bridge across the Kaministiquia River for annual bridge inspection and maintenance. James Street will be closed to through traffic vehicles on Oct. 8 (northbound) and Oct. 9 (southbound)
  • Saturday, Oct. 18 from 3 pm to 2 am – Annual Officers Mess Military Ball,  Park Avenue from Secord Street to Algoma Street

Road Work Ahead:

  • Major road construction is underway on John Street that will affect traffic in both directions. John Street from Algonquin Street to the Thunder Bay Expressway will be widened to accommodate widened curb lanes for active transportation commuter routes, full asphalt road resurfacing, additional turning lanes at Junot Street and John Street intersection and rebuilding of traffic lights. This work will result in gravel sections, reduced speed, one lane traffic open in each direction, and at times, one lane flagging. Temporary four-way stop sign control in place at the John and Junot intersection pending completion of the traffic signal rebuild.
  • Belrose Road Bridge reconstruction is underway. The bridge will be closed at John Street Road and Belrose Road for the remainder of the season. Traffic along John Street Road will be maintained. Please follow the posed detours.
  • Top lift paving and shouldering is slated for Belrose Road. Traffic will be reduced to one lane during working hours.
  • 20th Sideroad is scheduled for repaving and improvements at the CPR railway crossing. The street will be reduced to one lane with flagging as the work proceeds. The road will be closed to through traffic Sept. 23 –25 to facilitate construction work at the CPR rail crossing. Local access from north and south limits only.
  • Hewitson Street is scheduled for repaving. One lane traffic and temporary detours as the work proceeds. Local traffic only to businesses.
  • Strand Avenue between Valley Street to Walkover Street is scheduled for repaving, ditching and culvert work. Watch for working equipment and gravel surface as the work proceeds.
  • A southbound to westbound right turn lane is being constructed at the Memorial Avenue and Central Avenue intersection. Watch for construction signage and reduced lane width at this location. Access to area businesses may be temporarily relocated. Businesses are open as usual.
  • Walsh Street between Syndicate Avenue to Sprague Street is scheduled for paving, curbing and street lighting. Watch for gravel surface, parking restrictions and flagman.
  • Arthur Street between Parkdale Boulevard to the Travelodge Airlane scheduled for mill and pave road repairs of east bound lanes. Expect lane closures, slower speeds and flagging as the work proceeds.
  • Cornwall between Machar and Algoma is scheduled for base lift paving and will be complete by the end of September. Local traffic only remains on Machar between John Street and Cornwall.
  • Vickers Street between Donald Street and Arthur Street is scheduled for road work including the rebuilding of Vickers and Arthur traffic signals. Parking will be affected as work proceeds. Follow posted construction signs.
  • River and Madeline Street intersection scheduled for traffic signal rebuild. Watch for lane closures as the work proceeds.
  • Temporary four-way stop control will be in place at the Victoria Avenue and Lillie Street intersection pending rebuild of the traffic control system.
  • Regent Street between Van Norman and Dawson is scheduled for curb and gutter work, sidewalks, sewer and watermain work and road resurfacing. This project will take six weeks to complete.
  • Glendale Crescent is scheduled for the installation of a new watermain complete with road resurfacing. This project will take four weeks to complete.
  • Mountdale Avenue between Arthur Street and Donald Street is scheduled for the installation of a new watermain complete with road resurfacing. This project will take three weeks to complete.
  • Storm sewer construction on Brown Street between Begin and Isabella Street. Also Moodie Street between Brown and Edward Streets. Local access only. Temporary detours and/or one lane traffic through the work area.
  • A storm sewer pump station is scheduled to be constructed on High Street and Third Avenue as part of the next phase of Intercity Drainage Improvements.
  • Oliver Road at Burwood Road intersection is scheduled for traffic signal work. Expect lane closures on Oliver Road in the work zone. Burwood Road is closed to through traffic for a further two weeks at this location to facilitate road realignment.
  • Prospect Avenue between Dawson Street and River Street will have new sewer and water installed complete with curb/gutter and road resurfacing. This project will be completed by the end of October.
  • Rockwood Avenue between Van Norman Street and Red River Road is scheduled for watermain, road and sidewalk work. Local access only as the work proceeds.


The above list includes major, traffic-affecting construction only. Work including sidewalk replacements is also proceeding in residential areas and other areas around the City. The schedule is subject to change. Watch for monthly, updated information on scheduled `Road Work Ahead'.
