The Municipal Amendment Act 1898, stated that the Council of every Canadian town with less than 5,000 citizens would elect a Mayor and six Councillors based on a general vote, instead of using the existing ward election system. Therefore, starting in 1899, the citizens of Port Arthur no longer elected three Councillors from each of the three wards as was previously stated in the 1884 Act.
