City Coat of ArmsThe City of Thunder Bay is governed by an elected council of 13 members - the Mayor and 12 Councillors. They are elected every fourth November for a four-year term. Citizens select the Mayor, seven Ward Councillors and five Councillors at Large. Council presides over a civic government employing about 2,700 people. The municipal process in Thunder Bay is an open one, accessible to the citizens at every stage. City Council meets twice a month, on the second and fourth Mondays. Council and committee meetings, held each Monday of the month, are open to the public and air live on ShawTV Cable 10. Meetings can also be watched live online through online video streaming. These videos are also archived and can be viewed at a later date. Council meetings are held in Council Chambers on the third floor of City Hall.

Administration

In recent years, Council has approved major changes in the administrative structure of the City, streamlining the organization in anticipation of changing economic realities. The City Manager and the General Managers of each department form a Senior Management Team which oversees the administration of the City of Thunder Bay.

Committee of the Whole

Council conducts much of its detailed review of civic business through four standing committees that report to Council. Each is a Committee of the Whole; that is, all Councillors sit on every Committee. The Operations Committee, which meets on the first Monday of the month, deals with Transportation and Works, which includes Engineering, Environment, Facilities and Equipment, Roads and Transit, in addition to Fire, Police and Realty Services. The Community Services Committee, which meets on the second Monday of the month, deals with Community Recreation, Facility Enterprises, Homes for the Aged, Parks and Ontario Works. The Planning Committee, which meets on the third Monday of the month, deals with Planning and Building matters. The Administrative Services Committee, which meets on the fourth Monday of the month, deals with such administrative matters as Finance and Human Resources.

Wards

For the purpose of City Council composition, the City is divided into seven wards. One councillor is elected for each ward. A further five Councillors are elected At Large. The wards are Current River, McIntyre, McKellar, Neebing, Northwood, Red River and Westfort.
