In 2009, the Government of Ontario passed legislation banning the use and sale of most cosmetic pesticides to homeowners. This legislation supersedes municipal By-laws in Ontario. 

Homeowners may still purchase certain low-risk cosmetic pesticides, and pesticides for the control of biting insects and poisonous plants. For more information, see the Pesticides - Home lawns & gardens page of the Ministry of the Environment & Climate Change's website.
