Jasper Place


Jasper Place is an Accredited facility of Exemplary Standing by Accreditation Canada.


Jasper Place, located at 1200 Jasper Drive, is a 100 unit seniors’ supportive housing facility which is owned by The District of Thunder Bay Social Services Administration Board and has a twenty four hour on-site Support Services Program administered by the City of Thunder Bay, Pioneer Ridge Long Term Care & Senior Services.

Jasper Place Support Services Program is intended for seniors whose physical status and/or lack of adequate social supports threatens their ability to remain living independently in the community.


Change in Level of Care

  • When the tenant’s need for support exceeds the limitations of the Support Services Program, or when the tenant’s safety is at risk, the tenant is requested to submit an application for long term care. The process may be initiated by contacting the North West Local Health Integration Network System with support from the Program Manager.

  • Where possible, the Support Services Program will endeavor to meet the support needs of the tenant while awaiting placement. If it can be arranged, the family is requested to participate in the support provision during this time. If further services are required the tenant may arrange to purchase services from the community agency of his/her choice

Support Staff

  • Support Service Workers provide non-medical personal support. Staff are trained in first aid and emergency procedures and are able to make judgments regarding the need for transfer to an acute care facility.

  • The Support Services Program does not provide professional services such as nursing or physiotherapy. When such services are required they may be accessed through the North West Local Health Integration Network System, physician referral or a community support agency of the tenant’s choice. The Program Manager may assist the tenant in this process if requested to do so.

  • Nurse Practitioner available on site through the Nurse Lead Outreach Team (Thunder Bay Regional Health Science Centre) three days a week to provide support to tenants to manage medical conditions and avoid emergency department visits.

Cost and Range of Services

Program Support Fees


Program Support fees are separate from rent and is payable to the City of Thunder Bay Support Services Program. This fee commences the lease start-up date and is payable until the end of the lease.   • Single occupancy, $10.75/day

  • Double occupancy, $16.25/day

  • Tenant  additional meals $5.50/meal

  • Guest meal $6.00/meal

The support services fee entitles each tenant to:

  • emergency call system in each apartment

  • 24 hour on-site staff to respond to emergency situations

  • 15 noon meals per month served in the dining room

  • a system of daily checks if required

  • social and recreational activities

  • homemaking services

    • personal support

    • hygiene support

    • medication monitoring

    • meal support

    • light housekeeping and laundry when available

    • assistance with mobility

Application Process


An application for tenancy at Jasper Place may be obtained from Thunder Bay District Social Services Administration Board, 114 S. May Street, Thunder Bay Ontario, P7E 1A8. Once forms are received, Thunder Bay District Social Services Administration Board will review the application and the applicant will be placed on the wait list.

When an apartment becomes available the Program Manager from Jasper Place is notified and will conduct an assessment to determine eligibility and the level of support required. If the level of support is too high the Program Manager will recommend submitting an application for long term care.


Criteria for Eligibility

In order to be eligible for the Support Services Program the applicant must be:

  • 65 years of age or older

  • able to live independently in an apartment

  • require intermittent partial support to perform activities of daily living

  • comply with Non Smoking legislation, as smoking is prohibited in all areas of the building including apartments except for the designated smoking area in the rear of the building

The Support services Program cannot provide adequate support for seniors with:

  • history of severe alcohol and drug abuse causing a risk to self and others

  • active psychological or emotional problems resulting in behavior which causes a risk to self or others

  • total assistance due to bladder or bowel incontinence

  • physical lifting or transferring in order to perform activities of daily living
    health or medical problems requiring close professional supervision

  • cognitive impairment resulting in inability to direct others to meet support needs or inability to meet their personal safety/security needs (due to minimal staffing and lack of appropriate locked exits and door alarms throughout building)
