Boulevard Lake Area Improvement Plan

The City of Thunder Bay's Parks & Open Spaces Section, along with consultants from EDS Group Inc., True Grit Boulevard Lake in FallConsulting Ltd., and Northern Bioscience, is now developing the Boulevard Lake Area Improvement Plan.

The Boulevard Lake Area Improvement Plan is a high-level conceptual plan that provides recommendations for the future activities, development and management of Boulevard Lake Park. The scope of work includes community engagement, site assessment, conceptual design, accommodation of uses, and phased implementation.

The Plan will be in harmony with the City’s 2011-2014 Strategic Plan. The overall objectives of the study include:

  • Creating strategies to improve water quality
  • Developing guidelines to enhance ecological diversity
  • Identifying principles of low impact development and innovative storm water management
  • Recommending improvements to canopy cover in the study area, guided by the Urban Forest Management Plan 
  • Integrating of public use of the site with environmental stewardship
  • Consideration of public art as part of open space development
  • Integrating objectives contained within the Active Transportation Plan, with consideration of public transit for access to the park
  • Integrating with the overall park and recreational trail system, including potential routing improvements

Initial stakeholder meetings, and a first Open House attended by nearly 100 people, were held on April 14, 2015. These meetings provided input that has shaped the Plan's development.

This drop-in event took place at the North End Community Centre on May 26, 2015.

Information about the in-progress Boulevard Lake Area Improvement Plan was made available on six display panels for residents to review and discuss with CTB staff and the consulting team.
