The Planning Services Division would like your comments on a proposal to:

  • Permit 4 unit dwellings on the lands
  • Amend the associated regulations to allow for the proposed development

Your comments will be used to prepare a recommendation to City Council.  All comments received will become public information. This means that any information provided in written submissions, including names and contact information, will become part of the public record.

You should submit your comments no later than March 15, 2019, quoting Z-01-2019.  Copies of all letters will be forwarded to City Council and to the applicant. 

Background

Currently existing on 1154 John St. Road is one 4 unit apartment dwelling with the remainder of that property being vacant. The other 3 properties are vacant.

The applicant has applied to amend the Zoning By-law to rezone the lands to the "MU2" - Mixed Use Zone 2 to allow for the construction of 4 unit dwellings on each of the vacant parcels. The uses proposed are currently permitted on the front portion of the lands and this amendment seeks to allow the uses to extend into the rear half of the lands.

Proposal

The applicant has applied to add two additional dwelling units in the basement of the existing duplex dwelling. This would convert the existing building to a four unit apartment dwelling. In addition, the applicant is requesting a reduction in the parking rate from 1.5 spaces per dwelling unit to 1 space per dwelling unit. No exterior construction is proposed at this time.

The applicant’s site plan has been provided for your review.

 Purpose and Effect of Proposal

The purpose of this proposed amendment is to rezone all of the lands to the "MU2" - Mixed Use Zone 2, amend the regulations of the "MU2" Zone to allow existing development and to allow a 4 unit dwelling in a single storey configuration on the vacant parcels. To minimize driveway entrances, two buildings will share a driveway from John St. Road.

The effect of this amendment would be to facilitate the construction of a single story 4 unit apartment dwelling on each of the vacant parcels.
