The Planning Services Division would like your comments on a proposal to:

  • Permit standalone apartment buildings 
  • Establish appropriate development parameters

Your comments will be used to prepare a recommendation to City Council.  Please quote the file number in your submission.  All comments received will become public information. This means that any information provided in written submissions, including names and contact information, will become part of the public record.

You should submit your comments no later than March 29, 2019, quoting file number Z-03-2019. Copies of all letters will be forwarded to City Council and to the applicant. 

Background

The subject property has been vacant for several decades. It is currently zoned “C2” – Urban Centre Zone and designated as Neighbourhood Commercial in the 2018 Official Plan and Urban Residential in the 2002 Official Plan.

There is a cul-de-sac with single-detached dwellings immediately northeast of the property and other low density residential uses located east and southeast across Golf Links Road. The Thunder Bay Expressway runs northeast along the western side of the property.

Proposal

The applicant has applied to permit a standalone apartment building on the subject property. Currently mixed use buildings, defined as a building containing one or more non-residential uses and one or more dwelling units, are permitted on the subject property. However, the Applicant is proposing three (3) standalone apartment buildings and one standalone commercial building.  Therefore, the proposed uses are currently permitted, but their building format is not.

The applicant’s site plan has been provided for your review.

Purpose and Effect of Proposal 

The purpose of this proposed amendment is to permit apartment buildings and establish appropriate development parameters.

The effect of this amendment would be to permit the construction of three (3) standalone apartment buildings with up to 120 total dwelling units.
