The Planning Services Division would like your comments on a proposal to,

  1. Amend Zoning By-law 100-2020 in the following manner:
  • Rezone to “MU2” – Mixed Use Zone Two.
  • Add the following to the list of permitted uses:
  • Mixed Use Building
  • Office
  • Restaurant
  • Retail Store
  • Recreation Facility
  • Personal Services Establishment
  • Recognize existing building location and number of parking spaces.
  • Establish any other related development parameters.

  2. Amend Zoning By-law 1-2022 in the following manner:

  • Rezone to “UX” – Urban Mixed Use Zone.
  • Recognize existing building location and number of parking spaces.
  • Establish any other related development parameters at 70 Secord Street.

 

You should submit your comments no later than August 5, 2022, quoting file number Z-11-2022. Copies of all letters will be forwarded to City Council and to the applicant.  Your comments will be used to prepare a recommendation to City Council.  The collection of personal information including names and contact information provided in written submissions is made under the authority of the Planning Act for the purpose of creating a Public Record.  Personal information is collected in compliance with the Municipal Freedom of Information and Protection of Privacy Act.

 

Property Description

The subject property is located on 70 Secord Street, on the northwest corner of Secord and Dufferin Street, as shown on the map below. Currently existing on the property is a former church and small shed. There are low-density residential uses around the property towards the north. The Italian Cultural Centre is immediately south of the property across Secord Street.

 

Proposal

The applicant has applied to rezone the lands to a mixed use zone to permit a range of commercial uses. The applicant is proposing to re-purpose the existing church as an office with a separate apartment unit.

Purpose and effect of proposal

The purpose of the proposed amendment is to expand the range of commercial uses permitted on the site to increase the opportunities to re-purpose the existing building.

The effect of this amendment would be allow the applicant to change the use of the existing building into a mixed use building with a limited range of potential commercial uses.
