The City of Thunder Bay is committed to building a community where everyone can live well, feel safe, and belong. Our Community Safety & Well-Being (CSWB) work brings together residents, service providers, Indigenous partners, and community organizations to strengthen inclusion, prevention, and connection across our city.

CSWB is about more than responding to issues. It’s about looking at the root causes of challenges like housing insecurity, mental health and addictions, racism, poverty, and community belonging — and working together on long-term solutions.

This work is guided by the principle that a safer Thunder Bay is a more supportive and connected Thunder Bay. By listening to diverse voices and working across sectors, we can create meaningful change that improves quality of life for all residents.

We focus on prevention, equity, and collaboration — because a strong community is one where people are supported, included, and able to thrive. This work includes strategies such as the Thunder Bay Drug Strategy, EarthCare/Net-Zero, and the CSWB Plan.

Refreshing the CSWB Plan (2026–2030)

The CSWB Plan is our community’s roadmap. It looks at the root causes of safety and well-being issues — such as housing, mental health, racism, and community belonging — and brings people together to create long-term solutions.

The first plan was approved in 2021. Since then, new challenges and opportunities have emerged. That’s why we’re updating the plan for 2026–2030: to reflect today’s realities and shape the future we want, together.
