Temporary Shelter Village Surpasses Occupancy Target, Appoints Neighbourhood Liaison Committee

The Temporary Shelter Village has surpassed its occupancy target for the end of October, marking an important milestone in the City of Thunder Bay’s Enhanced Encampment Response Plan.

The Village had welcomed 30 residents as of October 31, 2026, exceeding the City’s target of at least 20 residents by the end of October.

The Village’s Neighbourhood Liaison Committee has also now been appointed and will soon begin to meet. This advisory group includes representation from area residents and businesses, and will support open communication and public input as the Village becomes part of the community.

The Temporary Shelter Village is a modular bridge housing program for people experiencing homelessness, offering a secure, private space and access to basic needs. With 24/7 staffing and community partnerships, the Village connects residents with the supports they need, such as life skills, health care, and addictions treatment, to help them transition into housing.

More information about the Village, including future occupancy targets and the Neighbourhood Liaison Committee, is available at thunderbay.ca/Village.

The Temporary Shelter Village is one part of the City of Thunder Bay’s Enhanced Encampment Response Plan. This plan focuses on creating pathways out of homelessness and into housing, reducing the harms of unmanaged encampments, and improving community safety and well-being.
