Recreation & Culture - User Group Insurance Program

The City of Thunder Bay requires activity & event organizers to provide proof of liability insurance coverage when hosting an activity at a city owned facility. As obtaining liability can be time consuming and expensive; this program is designed to provide an affordable and easy option to purchase the insurance coverage when required by the Recreation & Culture Division. 

This may include vendors, performers, private rentals and or groups offering programs or services.

Enrollment

As prices vary by activity, size and event length, they will be sent to you for confirmation prior to enrollment. Requests must be submitted at least 5 business days prior to your event.

Should additional information be required, the contact information provided will be used. Once enrollment is confirmed, the fee will be added to your booking for collection.

Please Note: Purchasing insurance does not automatically book a facility. Please ensure you have confirmed your booking details prior to purchasing insurance.

Liability insurance is designed to protect an individual or organization against third party claims for bodily injury or property damage, which protects their legal responsibility arising out of a negligent act or failure to act. When a booking occurs on City property, The Corporation of the City of Thunder Bay must be an additional insured to ensure any liability is not transferred to the City in the event of a claim.

No matter how careful you are, accidents can happen. As the host or organizer of an event or sporting activity, you can be sued by anyone who claims to have been injured or suffered property damage resulting from your activities. You may not be responsible (liable) but you will need to be defended in court. A Liability policy pays for this defence as well as compensatory damages. In short, transferring your risk to a liability insurance policy provides you the opportunity to run your activity with peace of mind.

 The following are not eligible for the user group program, please acquire an outside policy. 

  • Equipment Rentals
  • Contact Sports
  • Alpine Skiing
  • Bike Racing/Cycling
  • Boxing
  • Climbing Walls

Concerts, fairs, circuses, walk-a-thons, other large events require additional time to quote, please submit your request no later than 10 business days prior to your event. 

  • Name listed must match contract/booking

If you require insurance but your activity is not directly associated with a facility booking, you may still utilize the user group program. Fill out the above Enrollment Request and your fee information will be sent to you.
