Property taxes are calculated using the Current Value Assessment of a property, as determined by the Municipal Property Assessment Corporation (MPAC), and multiplying it by the combined municipal and education rates for the applicable class of property. An interim and final bill is issued each year for every property. Supplemental bills are issued for new buildings, changes in your property's assessed value and other cases. Supplemental bills can be for the current year and up to the last two years.
Sign-up for Tax E-billing (Paperless billing)
Follow the sign-up steps to receive your interim and final tax bill via email:
- Visit the sign-up page
- Have your 17-digit property roll number found on your tax bill
- Have your access code found on your tax bill. Keep this access code as it will be needed to open your emailed tax bill.
To sign up for e-billing for more than one property, you must submit a separate form for each property.
If the tax bill is undeliverable to the email address provided, we will immediately cancel the e-billing service.
The e-billing doesn’t transfer when a property is sold. The email address will be removed from the sold property and a new e-billing sign up must be completed for the new property.
Please note: Only interim and final tax bills are sent by e-billing. All other notices, such as arrears notices and adjustment letters, will continue to be mailed through Canada Post. It is your responsibility to keep your mailing address and email address up to date with the Revenue Office. Any penalties, interest, or fees from late payments will still apply and cannot be waived due to an incorrect or outdated email or mailing address.

Sign-up to receive property tax reminders by phone, text or email for your tax bills.
Payment options
Payment must be received by the due date to avoid penalty. Please consider processing times (3-5 business days) when making payments through online/telephone banking or by credit card (PaySimply).
- Pay online, or by telephone banking - Pay your property taxes from your bank account online or by using your touch-tone phone, often with no charge. Thunder Bay property taxes will appear as a registered payee. Your 17 digit roll number is your account number. Search "Thunder Bay" and select "property taxes".
- Automatic Withdrawal Plans - Sign up for automatic withdrawal from your chequing account. To cancel pre-authorized withdrawals, please contact the City by email at taxandwater@thunderbay.ca with your name and address of the property.
- Pay Online with Credit Card, Interac e-Transfer, PayPal, or through Canada Post with the third-party provider PaySimply (additional fee applies). Your 17 digit roll number is your account number.
- Pay in person at the bank - Payment can be made in person at many Canadian financial institutions. Contact your branch for more information.
- Leave a Cheque in the Payment Drop-off Box located at 34 Cumberland St N (near the entrance on the St. Paul St side of the building).
- Mail a cheque to: City of Thunder Bay, PO BOX 800, Thunder Bay ON P7C 5K4 (cheque must be received by the due date to avoid penalty)
