The Four Party Agreement ensured funding for a large proportion of the capital costs and operating expenses required for the Games. However, it also provided for the establishment of the 1981 Canada Summer Games Coordinating Committee to oversee financial transactions, monitor and control capital costs and operating expenses. The committee consisted of a representative from each level of government and non-voting representatives from the host society.
