COVID-19 updates

City recreation and culture facilities and programs have been temporarily closed for an indefinite period. To stay up to date on facility and program reopenings, visit the City’s COVID-19 Novel Coronavirus page.

Program and service impacts of facility closures

With Stage 3 of the Province's Framework for Reopening, some programs and facilities are being reviewed for reopening.

Program Registration
  • Registration for children's Summer Camps and the Playgrounds program begins June 23! Visit the Children & Youth section for details and course codes for registration.
    • Registration for the Recreation & Culture Division’s other summer programs is postponed for most programs until further notice.
  • Staff will proceed to apply program registration credits. Clients who wish to request a refund instead of a credit to their account may call Community Services at 625-2227 or 684-3323 on Tuesday, August 4, 2020 between 8:30 a.m. and 4:30 p.m.
    • Outside of this date, please leave a voicemail at 625-2227 or 684-3323 or send an email to with your contact information; staff will respond the next time they visit the office. Important: Do not submit credit card information via voicemail or email. Refunds may take up to 3-4 weeks to process.
    • Memberships will automatically be extended for the duration of the facility closure or remaining membership term as of March 17, 2020. Alternatively, clients may contact staff via telephone, 684-3323, to request a refund for the pro-rated, unexpired portion of their membership.

Search for an activity

Programs quickly fill up, so register early! Recreation activities may be found in The Key recreation guide. The Recreation & Culture Division only registers participants for City programs. Registration is on a first-come, first-served basis.

How to register for a program

Register by phone

Call the "Registration Hotline" at 807-625-8463. Registration starts the Monday following the delivery of The Key, and extra staff are available to cover the hotline for a few weeks at that time. If a registration agent is not available, your call will be forwarded to voicemail.

Register in person

Note: In-person registrations are not available during COVID-19 related closures.


The Canada Games Complex, Churchill Pool, Volunteer Pool, Thunder Bay 55 Plus Centre, and the Recreation & Culture Division take in-person registrations during normal hours of operation. Payments can be made by cash, cheque, money order, or Visa™/MasterCard™.


Payment is required at the time of registration. To register you will need:

  • Course name and code number;
  • Participant name;
  • Address and postal code;
  • Participant's date of birth;
  • Phone numbers (day and evening if different);
  • Visa or MasterCard number and expiry date; and
  • Extra Registration Hotline Coverage.

Sir Winston Churchill Community Pool

130 Churchill Dr.


Hours: Monday to Friday 6:00 a.m. to 8:00 p.m.; Saturday 9:00 a.m. to 7:30 p.m.; and Sunday 1:30 p.m. to 5:00 p.m.


Thunder Bay 55 Plus Centre

700 River St.


Hours: Monday to Thursday 8:30 a.m. to 9:00 p.m.; Friday 8:30 a.m. to 4:30 p.m.; Saturday 9:00 a.m. to 4:00 p.m.; and Sunday 12:00 p.m. to 4:00 p.m.


Volunteer Pool

Hours: Monday to Friday 6:00 a.m. to 8:00 p.m.; Saturday 9:00 a.m. to 7:30 p.m.; and Sunday 1:30 p.m. to 5:00 p.m.

Services for people with a disability

Information and program support is provided to assist people with a disability to participate in recreation activities.

Registration is on a first-come, first-served basis. If you have problems registering, please contact 807-625-2351.

Satisfaction guaranteed

We sincerely hope that you enjoy our programs. If not completely satisfied, speak to the Supervisor of the program area BEFORE the second class to receive a FULL refund. Refunds granted after the second class are pro-rated. Medical certificates may be required. No refunds after mid-point of programs.

Confirmation of enrolment

If you receive your first choice in programs, you will not hear from us. Simply attend the first class. If your first choice is not available, we will contact you by telephone. Receipts will be available at the location of the first class/lesson.

Need help paying fees?

The Recreation & Culture Division has a policy to assist people who wish to participate in its instructional programs. If you require assistance with program fees, you must contact a supervisor at 807-625-2351 prior to submitting your registration form. This policy only applies to registered programs directly administered by the Recreation & Culture Division. Children may apply for program registration through PRO Kids, or call 807-625-3212.
