August 4, 2026 – The City of Thunder Bay is pleased that the immediate risk of utility disconnections at Vickers Manor (325 Archibald Street) has been resolved. While this development is welcome, concerns regarding building conditions and service levels remain. The City's Municipal Emergency Control Group (MECG) continues to monitor the situation and coordinate preparedness efforts with community partners.

Over the past several months, tenants, caregivers and service providers have raised concerns regarding building conditions and service levels. The City has collaborated with community partners to share information, connect residents with supports and monitor safety-related matters within its authority.

Although the immediate utility concerns have been resolved, the City's role and authority with respect to Vickers Manor remain unchanged. Vickers Manor is a privately owned and operated facility, which limits the City's authority to intervene in matters related to ownership, finances, and operations. The MECG will continue to monitor the situation and coordinate preparedness activities with community partners as circumstances evolve.

"Community partners, utility providers and regulatory agencies have gone above and beyond to support tenants and provide opportunities for the owner to address ongoing issues," said Keri Greaves, Acting City Manager. "While immediate utility concerns have been resolved, the situation continues to evolve, and it is important for residents and families to stay informed.”

"We recognize this situation is creating stress and uncertainty for tenants, families, and caregivers,” said Kelly Robertson, Commissioner, Community Services. “The City is working closely with health and social service agencies to connect residents with available information, services, and resources as circumstances change.”

While the property owner and agencies responsible for housing, health and social services continue to have distinct roles, the City will continue preparing for potential emergency circumstances that could arise if disruptions to services create an immediate risk to health or safety.

This planning includes coordination with community partners and assessment of transportation, food security, temporary accommodation, and other emergency supports. The City's actions reflect its responsibility to protect public safety and coordinate emergency measures where necessary, while not replacing the responsibilities of the property owner or other organizations within the housing and health systems.

Update: A special meeting of Council previously scheduled for August 5, 2026, to discuss matters related to Vickers Manor has been cancelled following confirmation that the immediate risk of utility disconnections has been resolved.
