The City of Thunder Bay is proud to announce the completion of the North Core Streetscape Project, marking a major milestone in the ongoing revitalization of the city’s downtown Waterfront District.

The completed streetscape has changed Red River Road and Court Street into a welcoming and easy-to-access area that puts people first. It’s a space made for gathering, supporting local businesses, and celebrating culture. As part of the project, the City replaced old underground systems like water, sewer, and storm pipes, while also improving the streets above with wider sidewalks, a curbless street design, new lighting, decorative paving, and ongoing public art installations.

“This is more than just a construction project, it’s about creating a downtown that people are proud of and want to spend time in,” said Brian Newman, Senior Project Engineer. “The new North Core is a welcoming, accessible space that supports our local businesses, reflects our cultural identity, and gives residents a beautiful place to gather year-round.”

Planning for the project began in 2021 and included extensive public consultation, pilot projects, and design feedback from hundreds of residents. Key improvements include:

  • A curbless street layout with granite planters, trees, benches, and widened sidewalks
  • Dedicated areas for patios and pedestrian seating
  • Reduced roadway and parking to enhance pedestrian safety and comfort
  • Enhanced lighting and greenery for an improved public experience
  • Public art installations coming later this year at key locations

The design also allows for flexible use of the space, with Red River Road able to close to traffic to host festivals, markets, and community events. While the road is now a two-lane, low-speed street, there is still ample parking in the surrounding area.

Harbourfest Returns to Celebrate the Revitalized North Core

To mark this exciting new chapter for the downtown core, Harbourfest, a beloved community festival from the 1990s, is making its long-awaited return. This year’s Harbourfest will celebrate the reopening and beautification of Red River Road with an evening full of activities designed to reconnect the community, support local businesses, and showcase the transformation of the district.

Hosted by the Waterfront District BIA, the event will feature live music, games, contests, local vendors, a dog contest, and a fashion show. Visitors will enjoy a variety of vendors and participants from diverse cultural backgrounds, reflecting the rich tapestry of Thunder Bay’s community.
