February 5, 2026 – Thunder Bay City Council approved the City’s 2026 Municipal Operating Budget on Tuesday, February 3, ratifying the budget as presented following several weeks of review, discussion, and public input.

The 2026 Operating Budget includes $478.7 million in tax and rate-supported spending, adding to the already approved $160 million Capital Budget. The $638.7 million total budget will require a Municipal Tax Levy increase of 4.0%, or roughly $72 per $100,000 of assessed residential property value.

The total property taxes to be raised (total revenue including growth) in 2026 will be 4.4% higher than in 2025. This reflects the overall property tax revenue required to fund all City services and priorities, as well as the work of the Agencies, Boards and Commissions.

For existing property owners who have not expanded or significantly improved their properties, the overall impact on their tax bills will be a 4% increase. The additional 0.4% in total tax revenue is attributable to new assessment growth and will be used to support growth-related services and initiatives.

Administration met Council’s 2.6% target for services under direct control of the City, however, increases from some agencies, boards, and commissions result in an overall property tax increase of 4%. “Administration took a disciplined and thoughtful approach to the budget,” said Keri Greaves, Commissioner of Corporate Services and City Treasurer. “The Council-approved budget reflects a focus on value for money for taxpayers while continuing to deliver core services and targeted enhancements that support community needs.”

The 2026 Operating Budget supports essential municipal services, community safety, and key initiatives that improve service delivery and support growth across the city. With the budget now approved, Administration will move forward with implementation and focus on delivering value for residents throughout the year ahead.
