October 22, 2025 – The City’s completed draft of the Smart Growth Action Plan (the Plan) was presented at City Council yesterday and will make its way back to Council in early December for approval. The Plan proposes a bold and united vision for Thunder Bay’s long-term prosperity.

 Developed as a community-based plan, the work was guided by Task Force Growth, which includes the Community Economic Development Commission (CEDC), and a coalition of leaders representing local businesses, institutions, Indigenous organizations, utility providers, and community groups. It was also informed by focused working groups, stakeholders, and residents from across the community.

 This 10-year Plan sets a clear path to grow the city’s economy, population, and quality of life, and create better opportunities for residents, businesses, community partners and newcomers alike. It is also built on feedback from a diverse range of Thunder Bay residents, incorporating input gathered through town halls, a public survey, focus groups, and targeted meetings in the Spring and Summer of 2025.

 The Plan will be reviewed by City Council’s Growth Standing Committee beginning on October 28. The community is now invited to read the draft and have their say, and the feedback will be considered and incorporated as appropriate in the next iterations before going to Council for approval.

This is an opportunity for everyone to review the Plan, share their feedback, and help shape Thunder Bay’s future together.”

 Jamie Taylor, CEO of the CEDC also added that, “the release of the draft Smart Growth Action Plan is a positive step towards building a collaborative growth culture in our community.”
