October 24, 2025 - Administration continues to proceed with the implementation of a Temporary Shelter Village located at 879 Alloy Place in accordance with Council’s direction. With Council’s reaffirmation of the Ten-Part Plan and work starting on site, we are providing an update on the most recent progress.

 Here are the key activities:

  • RFP contracts have been awarded for the construction and operation of the Temporary Shelter Village.
  • New sanitary sewer and water services are now being extended to the site.
  • Detailed design work is underway, with progress being made on finalizing the site layout and preparing the grading and drainage plans.
  • Onsite preparation work will start soon and include clearing of some trees, excavation of poor soils and placement and grading of new granular material, and the installation of fencing.
  • The schedule for the delivery and arrival of the first shelter units are still to be confirmed.

 As detailed timelines for the project completion are still being developed, we are anticipating the opening of the Temporary Shelter Village sometime in Spring 2026.

“We know there has been much anticipation for updates on progress for the Hillyard location,” says Rilee Willianen, Encampment Response Lead. “We will continue to share more updates with the public as soon as the information is available.”

The City will be hosting a community drop-in event in November to hear more from residents, answer questions, and begin the process of establishing the Neighbourhood Liaison Committee. Details will be shared soon.
