The City of Thunder Bay is advising the community that construction activity at 879 Alloy Place – the site for the Temporary Village – will resume beginning Monday March 9, 2026, as work continues with site preparation and infrastructure.

Initial activities will focus on site grading and drainage, including excavation and the placement of granular material and geotextiles. Once these activities are complete, electrical servicing will begin, which will include the installation of new poles and overhead electrical lines.

Most of the construction activity will take place outside the roadway, minimizing disruption to nearby businesses and services. However, temporary closures or restrictions may be required on the recreational trail and the nearby off-leash dog area to accommodate some of the construction activities. Any anticipated disruptions to those two areas will be posted on site.

Following completion of site grading, construction of the sheltering units and related support structures will begin. This includes the main community building and washroom/laundry facility, which will be constructed on-site. The individual sheltering units will be constructed off-site and transported to the location for installation at a later stage.

Work is expected to continue through the spring, with a soft launch anticipated in spring 2026, allowing implementation to begin while final components of the project are completed. Full project completion is anticipated in late spring or early summer 2026. The project remains within the approved budget.

“This next phase marks an important step forward as construction resumes and we move toward bringing the site into operation,” said Rilee Willianen – Supervisor, Encampment Response. “As work progresses, establishing the Neighbourhood Liaison Committee will be a key priority to ensure ongoing communication with nearby residents and businesses, and to support a collaborative approach as the project moves toward opening.”

Targeted communication has been issued to adjacent property owners to inform them that construction activity will be resuming.
