Notice of Public Meeting
The Public is invited to participate in a Statutory Public Meeting before City Council to consider proposed amendments to the Official Plan on:
Tuesday, May 19th, 2026, at 6:30 p.m.

no later than May 15th. Please quote the file number PROJ-03-2023, in your submission.
Participate online using Microsoft Teams. Online participants must register by the end of the day on May 15th. Please email devon.mccloskey@thunderbay.ca to register.

Purpose of Official Plan Amendment (OPA) No. 22 is to add policy that would enable Council to pass by-laws to delegate approval authority to City administration for planning application processes that are typically technical in nature.
Effect of the Amendment is to outline the objectives and policies for delegated authority which support Thunder Bay’s growth objectives by accelerating development approvals, increasing administrative efficiency, and enhancing customer service. The proposed delegation of authority would apply City-wide and includes:
- Minor zoning by-laws including:
- Removal of a holding symbol
- Introduction of a holding symbol
- Enactment of a temporary use by-law and extension
- Housekeeping zoning by-law updates
- Granting Consents, including lot severance, lot addition, boundary adjustment, easement/right of way registration, validation of title, and registration of lease of more than 21 years, upon application.
- Subdivision approvals and time extension, where all requirements of the Zoning By-law and Official Plan are met, and full urban services are provided.
No location map is provided as the proposed Official Plan Amendment applies City-wide.

Copies of all comments will be forwarded to City Council. The collection of personal information including names and contact information provided in written submissions is made under the authority of the Planning Act for the purpose of creating a Public Record. Personal information is collected in compliance with the Municipal Freedom of Information and Protection of Privacy Act.
Right to appeal
Please note that the rights of third parties to appeal decisions to the Ontario Land Tribunal have been restricted under the Planning Act. Only the applicant, the Minister, specified persons, public bodies, and registered owners of lands to which the Plan applies and who make oral submissions at the public meeting or written submissions to the City before the Plan is adopted, will be able to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal.
If a specified person or public body would otherwise have an ability to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Thunder Bay before the proposed plan is passed, the specific person or public body is not entitled to appeal the decision.
If a specified person or public body does not make submissions at a public meeting, or make written submissions to the City of Thunder Bay before the proposed plan is passed, the specified person may not be added as party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
