Notice of Public Meeting
The Public is invited to participate in a Public Meeting before City Council to consider an Official Plan Amendment and a Consent application at 270 Owen Drive on September 15, 2026.

Please quote the file numbers O-01-2026 and B-76-2025 in your submission. Copies of all correspondence will eventually be forwarded to City Council and to the applicant. Your comments will be considered in the evaluation of the application and used to prepare a recommendation to City Council.

Lands subject to the application
The subject property is known as 270 Owen Drive and is located on the west side of Owen Drive, as shown on the key map below.
The property is currently vacant. Surrounding uses include rural residential to the north, rural residential and outdoor recreation to the east, and vacant properties to the south. Undeveloped lands to the north and west include forested areas and wetlands.
The subject property is zoned “RU” – Rural Zone and designated as “Rural 1” in the Official Plan.
The subject lands are not subject to any other application under the Planning Act at this time.
Purpose and effect of the application
The purpose of this application is to amend the lot creation policies in the Official Plan as follows:
- Allow for a retained parcel with an area of less than five hectares
- Allow for a lot addition to create a new developable parcel of land
If approved, the effect of this amendment and consent application would be the creation of one new rural lot. The severed lots would each be approximately 1.1 hectares with 60 metres of frontage. The retained lot would have approximately 2.8 hectares of lot area and no frontage. A lot addition of the retained land to abutting southern parcels would result in an approximately 12-hectare lot with 249 metres of frontage.

Right to appeal
Please note that the rights of third parties to appeal decisions to the Ontario Land Tribunal have been restricted under the Planning Act. Only the applicant, the Minister, specified persons, public bodies, and registered owners of lands to which the Official Plan Amendment will apply and who make oral submissions at the public meeting or written submissions to the City before the proposed Official Plan Amendment is adopted, will be able to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal.
If a person or public body would otherwise have an ability to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Thunder Bay before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Thunder Bay before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
