November 14, 2025 – Construction on the Temporary Shelter Village at 879 Alloy Place is currently underway. Design work for the project has started, and sewer and water services have been extended to the site.
Site preparation work has now started and will continue in phases over the coming months. This phase includes removal of selected trees from the site to support grading and drainage requirements. Where possible, a buffer of trees will be maintained depending on tree condition, site grading, and drainage needs.
Following site preparation, the shelter units and support structures, such as the hygiene facility, will be delivered and installed in sequence. This work is expected to continue through the winter, with completion anticipated in Spring 2026, subject to weather and site conditions.
To accommodate certain construction activities, temporary closures or restrictions may impact the nearby Active Transportation Trail and off-leash dog area. Notice of such impacts will be clearly posted on-site in advance. To ensure businesses in the area are kept informed, the City is providing notices to nearby businesses along Alloy Place and Carrick Street north of Central Avenue, outlining what to expect as the work progresses.
“We understand that construction activity may cause temporary disruptions, and we appreciate the patience and cooperation of nearby businesses, trail users, and residents as this important community project moves forward,” said Rilee Willianen, Supervisor Encampment Response.
The Temporary Shelter Village will provide transitional shelter and on-site support for individuals experiencing homelessness, creating safer and more stable pathways toward suitable housing. For ongoing project updates, visit www.thunderbay.ca/village.
