August 7, 2026 – The City of Thunder Bay is sharing details of construction projects expected to impact vehicular, cycling, and pedestrian travel in the month of August.
The City is investing approximately $60 million in 2026 to maintain, improve, and expand Thunder Bay’s roads, bridges, sidewalks, trails, watermains, and other infrastructure that residents rely on every day.
This work helps move forward major initiatives in Thunder Bay’s Smart Growth Action Plan, including the revitalization of both downtown cores and the Reimagine Victoriaville project.
While it is essential to our community, this work can result in travel delays. The City aims to minimize disruption by sharing project details with the public in advance.

The City reminds residents to reduce their speed and drive with extra care in construction zones.
The following areas are scheduled for infrastructure work expected to affect the public in August. Please note that scheduled dates are subject to change.
ROAD RECONSTRUCTION
Victoria & Archibald Intersection
Underway for duration of summer construction season
The intersection of Victoria Avenue East and Archibald Street North is closed to allow for underground infrastructure work and resurfacing. Pedestrian access remains available. This work is expected to close the intersection through late Summer/early Fall.

Burwood Road
Underway
The northern section of Burwood Road will be closed for sanitary sewer installation. Local traffic can access Burwood from the south.
Innovation Drive (Golf Links Road to Premier Way)
Underway, completion expected by August 31
Innovation Drive is closed to support road reconstruction. Innova Park remains accessible via Central Avenue and the Harbour Expressway.
Cumberland Street (Pearl St to Red River Rd)
Underway for duration of summer construction season
Underground infrastructure and streetscape will be fully replaced. The roadway will be fully closed between Pearl Street and Red River Road. Pedestrian access to local businesses along this stretch will be available.
College Street (Red River Rd to Hebert St)
Underway, completion expected mid-September
College Street will be fully closed between Red River Road and Hebert Street to allow for replacement of underground infrastructure and roadway reconstruction. Sidewalk access will remain available.
McIntyre Street (Court Street to Cumberland Street)
Underway, completion expected mid-September
Road will be closed to allow for replacement of underground infrastructure and roadway reconstruction. Pedestrian access will be in place.
Dufferin Street (High Street to Dixon Street)
Underway, completion expected mid-September
Road will be closed to allow for replacement of underground infrastructure and roadway reconstruction. Pedestrian access will be in place.
Madeline Street
Underway, completion expected by late August
Intermittent lane and road closures will be in place to support watermain replacement and resurfacing.
ROAD REHABILITATION
Oliver Road (Highway 11/17 to Mapleward Road)
Expected to start mid-August and conclude by August 31
Roadway will be repaired using hot-in-place asphalt recycling. Lane closures will be in place while the work is being completed.
Water Street (Fort Willaim Road to Bay Street)
Expected to start mid-August and conclude by August 31
Roadway will be repaired using hot-in-place asphalt recycling. Lane closures will be in place while the work is being completed.
Lansing Street (Churchill Drive to Lansdowne Court)
Expected to start mid-August and conclude by August 31
Road will be closed to allow for asphalt rehabilitation. Local access will be permitted.
Leland Avenue S (Walsh Street to Gordon Street)
Expected to start late-August and conclude by mid-September
Road will be closed to allow for asphalt rehabilitation. Local access will be permitted.
Simpson Street (Rowand Street to Robertson Street)
Early August
Simpson Street will be closed between Rowan and Robertson Streets for repaving. Pedestrian access will remain available.
Memorial Avenue (Second Ave to Ontario St)
Expected to start mid-July and take approximately six weeks
Traffic lanes will be reduced to allow for asphalt resurfacing and repairs to maintenance holes, catch basins, and curb and gutter.
SIDEWALKS & TRAILS
Pacific Avenue (Robertson Street to McMurray Street)
Underway, completion expected by mid-August
The eastbound land of Pacific Avenue will be closed to support new sidewalk construction.
Sibley Drive (Balmoral Street to Keewatin Street)
Early August
Lane closures will be in place to support construction of a new multi-use trail.
County Boulevard and Perth Crescent
Underway, completion expected in early September
Intermittent road closures will be in place and sidewalks closed for the northern section of Perth Crescent, and for County Blvd between East Avenue and Perth Crescent to support sidewalk replacement.
TRAFFIC SIGNALS
Golf Links Road Traffic Signal
Expected to begin in early August, completion expected by August 31
Work includes traffic signal installation at Innovation Drive intersection, and lane reconfigurations. Traffic lanes will be reduced at times between Ridgecrest Road and Innovation Drive. Sidewalks and multi-use trails will be closed periodically.
BRIDGE, CULVERT & STORMWATER
Pacific Avenue Overpass
Underway – Closure in place through November
The Pacific Avenue Overpass is closed for the duration of the construction season to allow for major rehabilitation work.
Drivers can detour via the Main Street Bridge and Island Drive. Pedestrians can use the East End pedestrian underpass, located near the intersection of Simpson and Rowand streets. Regular security patrols of the pedestrian underpass are in place. To report maintenance concerns, contact the City’s 24/7 Dispatch line at 807-625-2195.
Transit users are encouraged to visit thunderbay.ca/Transit for details on how this closure impacts bus service.
Planned work includes significant concrete repairs to the deck, barriers, and piers, replacement of the structure’s centre span, and repair and replacements of the bearings.
Oliver Road (Oliver Road Community Centre to McBean Street)
Underway, completion expected in early August
Oliver Road will be closed between Enniskillen Avenue and Ray Boulevard to allow for storm sewer infrastructure work. Local access will be permitted from Ray Boulevard. A detour is in place – see the City’s Construction Project Map for details.
Sidewalks between Dalton Avenue and Enniskillen Avenue will be closed during construction. The Oliver Road Community Centre remains accessible via Enniskillen Avenue.

McBean Street (Oliver Road to John Street)
Expected to start in early August and conclude by October 31
A block closure will be in place on McBean Street to allow for storm sewer replacement.
