The City of Thunder Bay is sharing details of construction projects expected to impact vehicle, cycling, and pedestrian travel in September.
The City is investing $55 million in 2025 to fund crucial infrastructure work including road rehabilitation, sidewalk replacement, sewer and watermain repairs and replacements, and bridge and culvert renewal.
While this work is essential to maintain our community’s infrastructure, it can result in delays for travelers. We aim to minimize disruption by sharing project details with the public.
The public can stay informed with the City’s new online map, developed as part of our digital strategy to improve access to information. The map provides real-time updates on road closures, construction, and traffic impacts, to help residents and visitors plan safer, more efficient trips. You can also access the map on desktop and mobile devices, making it easier than ever to navigate around Thunder Bay.

All residents are reminded to reduce their speed, be alert, watch for workers and drive with extra care in construction zones.
The following areas are scheduled for major infrastructure work expected to affect traffic in September. Please note that scheduled dates are subject to change.
Road Rehabilitation
- Arthur St W (Hwy 61 to Parkdale Boulevard): Work is expected to start mid to late September, lasting approximately 6 weeks. Traffic lanes will be reduced during this time to allow for asphalt resurfacing and repairs to curb and gutter, sidewalks catch basins, maintenance holes and replacement of catch basin lead pipes.
- Chilton Avenue (Terminal St to Arthur St): Currently underway and is expected to be completed by the end of September. Work includes drainage improvements and asphalt resurfacing.
- Ottawa Street (Valhalla Inn Rd to Chilton Ave): Currently underway and is expected to be completed by the end of September. Work includes drainage improvements and asphalt resurfacing.
- MacDonell Street (Central Ave to Squier St): Currently underway with completion expected by mid September.
- Walsh Street Rail Crossing (Waterloo St to Kingsway Ave): Road will be closed starting September 8 to allow for rehabilitation of the CN Rail crossing. Work will take 5 days to complete.
- John Street & Balmoral Street Intersection: Intersection will be closed to allow for asphalt resurfacing and repairs to catch basins, maintenance holes and replacement of catch basin lead pipes. Work is expected to start mid September and take approximately 5 days to complete
- Willard Avenue (Terminal St to Arthur St): Currently underway and is expected to be completed by the end of September. Work includes drainage improvements and asphalt resurfacing.
Sidewalk Construction
- Central Ave (Alloy Dr to Memorial Ave): New multi-use trail, south side.
- Perth Cr (East Ave to County Blvd): Sidewalk replacement, east side.
Pedestrian Crossovers
- No work scheduled.
Sewer & Watermain
- Burwood Road: Phase 2 includes sanitary sewer installation to Oliver Rd and repairs near Central Ave. Local traffic access maintained; detours in effect.
- Cumberland Street (McVicar St to Tupper St): Closed for sewer, watermain, and road rehabilitation until end of October. Detours are posted during roundabout construction on Water St.
- Leith Street (May St to Simpson St): Fully closed for final restoration work and top lift paving.
- Simpson Street (Victoria Ave to Dease St): Rolling closures from late June into fall for sewer, watermain, and full road rehabilitation.
- High Street South (River St to Van Norman St): Fully closed in stages starting at River St. Work includes sewer, water, curb, gutter, and sidewalk replacement.
- Banning Street (rear lane from Cornwall Ave to #128): Completing new retaining walls.
- Walsh Street West & Neebing Avenue: Watermain looping, south side.
Bridge, Culvert & Stormwater
- Central Avenue Pedestrian Bridge: New pedestrian bridge near Tungsten St and Alloy Dr. Intermittent curb lane closures expected. Please follow signage.
- Clayte & Hartviksen Streets: Pedestrian bridges to be replaced. Use alternate routes during construction.
- Floodway Trail @ Lyon’s Ditch – New ped bridge construction expected through September and October, use detours
- Valhalla Inn Road (Ottawa St to Arthur St): Expected to start mid September and be complete by the end of September. Work will consist of ditching improvements on the west side.
Other Projects
- Archibald Street & Victoria Avenue: Closed to vehicle traffic until October 31, 2026. The west sidewalk will remain open to pedestrians; the east sidewalk will be closed.
