Oct. 15, 2015 - The City of Thunder Bay is investing $40 million on road and sidewalk rehabilitation, residential paving, sewer and watermain repair/replacement, bridge work and streetlight renewal, including $380,000 in the Enhanced Infrastructure Renewal Program Capital Budget in 2015.
Construction projects will continue in October and November and can result in road closures, detours and delays for drivers. Drivers should reduce their speed, be alert, watch for workers and drive with extra care in construction zones.
"By the end of this year, 23.7 km of roads will be resurfaced or reconstructed and as pavements are upgraded, so are street lighting, traffic signals and underground infrastructure," said Kayla Dixon, Director of Engineering.
"This will include 2.75 km of watermain replacement or in-place rehabilitation, 0.75 km of sanitary sewer replacement or in-place rehabilitation and 3.8 km of new storm sewers. As part of our Pollution Prevention Control Program we will separate 1.1 km of combined sewers this year. "
The City's first protected bike lane was also completed on Arundel Street, buffered bike lanes on Hodder Avenue and Hudson Avenue, new sidewalks on Bay Street, and a new accessible multi-use trail across Carrick Park.

Sewer & watermain work:
- Road work on May Street between Dease Street and Miles Street is expected to be finished by the scheduled completion date. Underground work has included installation of a new sanitary sewer and watermain. Streetscaping and top-lift paving will be completed by the end of October. May Street will be completely closed between Dease Street and Miles Street. Please use posted detours.
- Storm sewer work on Vigars Street is scheduled to commence in September. This may result in some lane closures on Bay Street.
- Mary Street W. between Neebing Avenue and Crawford Place is slated for road and watermain construction. The road will be closed to through traffic. Local access will be available at each end of the construction zone.
- Storm sewer and paving work continues on the residential streets in the Mary Street neighbourhood: Holt Place, Georgina Bay and Nipigon Avenue.
- Woodlawn Avenue, Ironwood Avenue and Kensington Drive will be closed to local traffic for installation of new storm sewers and replacement of existing watermains. The roads will be reconstructed complete with new curbs and gutters.
- Storm and sanitary sewer work is scheduled to commence on McIntosh Street between the Neebing/McIntyre Floodway and Southern Avenue. The area will be local access only.
- Watermain work will begin on Riverdale Road and the dead end of Victor Street. This work will include connecting the newly installed directionally drilled watermain that will replace the existing watermain. Traffic will not be affected.
- Replacement of the existing trunk watermain along Lyon Blvd. will begin. Work will start in late fall and will affect the existing west parking lot at Boulevard Lake.
Road, street lighting & sidewalk improvements:
- The next stage of the Golf Links Road project continues. The project includes new active transportation corridor development. Road construction and lane widening is underway between Linden Court and John Street. Golf Links Road will be closed to through traffic, and detours posted via Oliver Road/John Street and Balmoral Street. The Thunder Bay Regional Health Science Centre, businesses on Golf Links Road and the River Terrace residential subdivision are accessible to local traffic via Oliver Road.
- Pavement resurfacing of Hodder Avenue between Arundel Street and Highway 11/17 is underway. Watch for road closures with local access only as the work proceeds. Some driveway disruption is expected.
- Replacement/rebuilding of traffic signals is expected to proceed at the intersection of James Street and Churchill Drive. Watch for lane closures and for the new four-way stop control as work proceeds.
- Pavement resurfacing of Cameron Street between the CN Rail tracks and Vickers Street is underway. Watch for road closures with local access only as work proceeds.
- Culverts along the east leg of County Park Boulevard between York and Brant will be replaced. The road will be closed and detours will be posted during construction.
- New & replacement sidewalk projects on Bay Street, sections of Humber Crescent and Mountdale Avenue are scheduled for this month. Local traffic only in the construction areas. Some driveway disruption is anticipated.
The above list includes major, traffic-affecting construction only. Other work, including sidewalk replacements and curb and gutter repairs, is scheduled for residential areas and other areas around the City. The schedule is subject to change.
