The City of Thunder Bay is sharing details of construction projects expected to impact vehicular, cycling, and pedestrian travel in the month of May. For the remainder of the construction season, these “Road Work Ahead” updates will be shared near the beginning of each month.
The City is investing approximately $60 million in 2026 to maintain, improve, and expand Thunder Bay’s roads, bridges, sidewalks, trails, watermains, and other infrastructure that residents rely on every day.
While this work is essential to our community, it can result in travel delays. The City aims to minimize disruption by sharing project details with the public in advance.

The City reminds residents to reduce their speed and drive with extra care in construction zones.
The following areas are scheduled for infrastructure work expected to affect the public in May.
Please note that scheduled dates are subject to change.
ROAD RECONSTRUCTION
Cumberland Street (Pearl St to Red River Rd)
Starting early June
Underground infrastructure and streetscape will be fully replaced. The roadway will be fully closed between Pearl Street and Red River Road. Pedestrian access to local businesses along this stretch will be available.
Dufferin Street (Dixon St to High St)
Starting early June
Road will be fully closed to allow for underground infrastructure work and resurfacing. Pedestrian access will be available.
College Street (Red River Rd to Hebert St)
Starting late May
College Street will be fully closed between Red River Road and Hebert Street to allow for replacement of underground infrastructure and roadway reconstruction. Sidewalk access will remain available.
ROAD REHABILITATION
Arthur Street West (Highway 61 to Parkdale Boulevard)
Underway, completion expected early June
Traffic lanes will be reduced to allow for asphalt resurfacing. Sidewalks will remain open.
Ottawa Street (Chilton Ave to Morgan Ave)
Underway, completion expected by mid-July
Local access is permitted. Work includes drainage improvements and asphalt resurfacing.
Morgan Avenue (Dead end to Terminal St)
Underway, completion expected by mid-July
Local access is permitted. Work includes drainage improvements and asphalt resurfacing.
Sifton Avenue (Arthur St to Terminal St)
Underway, completion expected by mid-July
Local access is permitted. Work includes drainage improvements and asphalt resurfacing.
Terminal Street (Morgan Ave to Wilroy)
Underway, completion expected by mid-July
Local access is permitted. Work includes asphalt resurfacing.
Terminal Street (Sifton Ave to Chilton Ave)
Underway, completion expected by mid-July
Local access is permitted. Work includes asphalt resurfacing.
Wilroy Avenue (Arthur St to Terminal St)
Underway, completion expected by mid-July
Local access is permitted. Work includes drainage improvements and asphalt resurfacing.
Innovation Drive (Golf Links Road to Premier Way)
Underway, completion expected in July
Innovation Drive is closed to allow for road network improvements. During this time, Innova Park is accessible via Central Avenue and the Harbour Expressway.
Junot Avenue South (Red River Rd to Walkover St)
Expected to start mid-May with completion in one day
Road will be closed between Red River Road and Walkover Street to allow for asphalt resurfacing. Motorists are advised to use alternate routes during this time.
High Street (Tupper St to Van Norm St)
Completion expected by mid-June
A final lift of paving will be applied to this section of High Street. The roadway will be closed intermittently to support this work.
SIDEWALK CONSTRUCTION
High Street (Tupper St to Van Norm St)
Completion expected by mid-June
Sidewalk work will be completed, with possible intermittent sidewalk closures.
Cumberland Street (Tupper St to Roundabout)
Underway, completion expected by end of June
Sidewalk and landscaping will be completed. Sidewalks on both sides of Cumberland Street will be closed intermittently for removal. Lane closures may be in place, but through traffic will be permitted.
BRIDGE, CULVERT & STORMWATER
Innova Park Stormwater Management
Underway, completion expected in June
A new Stormwater Management Facility is being constructed, including installation of new storm sewers and ditching near the corner of Golf Links Road and the Harbour Expressway.
The public is advised to use caution as construction equipment may be present in the area. Please follow all posted signage and direction from site personnel.
Drainage Channel – Oliver Road to Ray Boulevard
Underway, completion expected in June
Construction of a new drainage channel between Oliver Road and Ray Boulevard is underway. Workers will be accessing the site from Ray Boulevard and Ravenwood Avenue within the Oliver Road Recreation Centre Parking Lot. Public access to Ray Boulevard and Ravenwood Avenue will remain available.
The public is advised to use caution when accessing the baseball diamonds between Ravenwood Avenue and Ray Boulevard, as construction equipment may be present in the parklands north of this area. Please follow all posted signage and direction from site personnel.
