Notice of Public Meeting

The Public is invited to participate in a Public Meeting before City Council to consider a Zoning By-law Amendment application at 321 Vickers Street North on: Monday, September 16, at 6:30 p.m.

Lands subject to the application

The subject property known as 321 Vickers Street North is located on the west side of Vickers Street North, as shown on the key map below.

There is an existing commercial building, identified as Parts Source and associated parking on the subject lands. To the north, west and south of the subject lands are low-rise residential uses and associated accessory structures. To the east of the subject lands there is a fire station, parking lot and further east there are low-rise residential uses and associated accessory structures. The subject lands are zoned Urban Mixed Use (UX) Zone within the City of Thunder Bay Zoning By-Law 1-2022 and designated Residential within the City of Thunder Bay Official Plan

The subject lands are not currently subject to any other applications under the Planning Act.

Purpose and effect of the application

The Applicant is proposing to rezone the subject lands from Urban Mixed Use (UX) Zone to Urban Mixed Use (UX) Zone with site specific provision 108 (UXSP108) to facilitate the establishment of outdoor storage, and to recognize the existing parking configuration, landscaping, driveway width and lot coverage.

The following site specifics are being proposed:

  • In addition to the uses permitted within the “UX” Zone, to permit Outdoor Storage.
  • To permit a maximum lot coverage for a main use, other than a converted house, of 58%
  • To permit a maximum driveway width for all non-residential uses of 13.3m
  • To permit a minimum landscaped area for all non-residential uses of 40m2
  • To permit a minimum number of parking spaces for all non-residential uses other than care housing, long term care housing, homes, elementary school, and shared housing of 15 spaces. Or 1 parking space per 64m2 of GFA for all non-residential uses.

If approved, the effect of this amendment would permit the establishment of outdoor storage and recognize the existing site conditions related to parking, landscaping, driveway width and lot coverage.

If you wish to be notified of the decision of the Thunder Bay City Council on the proposed Zoning By-law Amendment, a written request must be submitted to Shannon.labelle@thunderbay.ca.

The collection of personal information including names and contact information provided in written submissions is made under the authority of the Planning Act for the purpose of creating a Public Record. Personal information is collected in compliance with the Municipal Freedom of Information and Protection of Privacy Act.

Right to appeal

Please note that the rights of third parties to appeal decisions to the Ontario Land Tribunal have been restricted under the Planning Act. Only the applicant, the Minister, and specified persons, public bodies, and registered owners of lands to which the plan will apply and who make submissions at the public meeting or who make written submissions to the City before the plan is adopted, will be able to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal.

If a person or public body would otherwise have an ability to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Thunder Bay before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Thunder Bay before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
