Complete pre-consultation if needed
Planning applications can be complex and technical—but they don’t have to be overwhelming. By starting with a pre-consultation, you gain direct access to planning experts who can help you make sure that your application is accurate, complete, and on the right track from day one.
Your proposal will be shared with relevant City departments and public agencies early in the process, giving you valuable insight and feedback before you officially submit. This proactive approach can save time, reduce costly revisions, and increase your chances of success.
Once the review is complete, you will meet with Planning Services to go over your project in detail. You'll receive professional feedback on your application’s potential and clear guidance on the next steps needed to move forward with confidence.

Find fees and timelines
Fees are charged on planning applications to help recover the cost of administering planning services in the city. The timelines to complete a planning approval can widely vary, dependent on the complexity of the project.
Submit Committee of Adjustment application
The Committee of Adjustment (COA) is the approval authority for permissions to expand or change a legal non-conforming use, minor variances to the Zoning By-law, and consents to sever land. The Committee is an independent body appointed by City Council. There are six members who are appointed on a 4-year term. Newly appointed members for the 2023 -2027 term will commence January 2023. Committee members typically have knowledge or professions related to land use and development.
Before applying to the Committee of Adjustment, it is recommended to find your zoning and property information.
Applications must be submitted approximately five weeks prior to the meeting date. Hearings are held in Council Chambers at City Hall at 2 p.m.
In order for an application to be accepted, it must be determined to be complete. Complete Applications include:
- Completed Application Form
- Accurate Site Plan
- Proof of Ownership
- Please note a Corporate Profile/Report is required if the owner and/or applicant are a corporation.
- Payment of the Application Fee
Submission of a Complete Application does not guarantee a hearing date. All applications are subject to a Zoning review to ensure all variances (if any) are captured and the site plan accurately reflects the application.

Property information report |

A Property Information Report should be requested when buying or leasing a property. The report will give you zoning and building compliance information. It will show if there are outstanding building orders or open building permits, any applicable heritage designation, if Site Plan Approval is required or if you need a building permit for a change of use. Applications for the ‘Property Information Report’ can now be applied & paid for through the online portal.
