Complete pre-consultation if needed
Pre-consultation is required prior to applying for:
- Zoning By-law and/or Official Plan amendment
- Draft Plan of Subdivision or Condominium
- Consent to Sever
- Site Plan Approval or Amendment
Pre-consultation is not required prior to applying for:
- Minor variance
- Permission to enlarge or change a legal non-conforming use
Although not required, pre-consultation is recommended prior to applying for a Minor Variance. This application tends to be technical in nature, and having a planner review your application for accuracy can be helpful.
You can Request Planning Pre-Consultation to start this process. Before starting the process, it is recommended to first find zoning and property information.
Pre-Consultation process
The Pre-Consultation process takes approximately 1-2 months to complete, but may be longer depending the complexity of the proposal. The process is made up of six basic steps:
1. Application intake |
Planning Technician reviews applications for completeness and requests application fees. Once the Applicant pays the fee, the Planning Technician presents the applications for assignment. |
2. Assignment and technical review |
The Applications are assigned to a Planner. Planning Technicians complete the initial technical review of the application. |
3. Request for comments |
Planner circulates the application to external agencies and other City staff for comments. Planner may contact the Applicant to schedule a meeting at this stage. |
4. Planning review |
Planner reviews comments received and completes their review of the application. Planner identifies:

5. Internal review meeting |
Planner presents their conclusions to a team of planning, engineering, and parks staff for discussion. |
6. Meeting with Applicant / Completing Pre-Consultation Record |
Planner meets with the Applicant to discuss their proposal and the results of the review process. Planner provides a completed Pre-Consultation Record to the Applicant. |
Find fees and timelines
Fees are charged on planning applications to help recover the cost of administering planning services in the city. The timelines to complete a planning approval can widely vary, dependent on the complexity of the project.
Submit Committee of Adjustment application
The Committee of Adjustment (COA) is the approval authority for permissions to expand or change a legal non-conforming use, minor variances to the Zoning By-law, and consents to sever land. The Committee is an independent body appointed by City Council. There are six members who are appointed on a 4-year term. Newly appointed members for the 2023 -2027 term will commence January 2023. Committee members typically have knowledge or professions related to land use and development.
Before applying to the Committee of Adjustment, it is recommended to find your zoning and property information.
Applications must be submitted approximately five weeks prior to the meeting date. Hearings are held in Council Chambers at City Hall at 2 p.m.

Property information report |
Find requirementsA Property Information Report should be requested when buying or leasing a property. The report will give you zoning and building compliance information. It will show if there are outstanding building orders or open building permits, any applicable heritage designation, if Site Plan Approval is required or if you need a building permit for a change of use.
