The City of Thunder Bay is embarking on a once-in-a-generation project to redesign the streets in the North Core/Waterfront District area. This opportunity exists because the watermains and sewers below the street are at the end of their useful life and need to be replaced; work which will require the excavation of the streets from storefront to storefront.

With the Court Street section of the reconstruction nearly complete, the next phase of the project launched in spring 2024.
Construction along Red River Road has begun and will proceed through three stages, extending through October 2024. Please note that this schedule is subject to change due to weather conditions and other unforeseen factors.
Phase 1:
- Closure and construction of Cumberland Street & Red River Road intersection up to St. Paul Street
- Directional change on Cooke Street from May 1, with traffic flowing West to East
Phase 2:
- Closure at Cumberland St. and Red River Rd. intersection remains in place
- Red River Road closure extends to Court St. as construction zone expands
Phase 3:
- Reopening of Red River Road & Cumberland Street intersection up to St. Paul Street
- Finalization of Red River Road section from St. Paul Street to Court Street
While construction is underway, please know that local businesses remain open and pedestrian access will remain intact throughout the construction period.
To ensure your safety and that of others, please obey onsite directional signage and fencing, and do not enter the construction zone.
Traffic Restrictions
Be aware of traffic restrictions in the area. Watch for signs.
The work on the section of Court Street between Lincoln Street and Cooke Street is mostly completed, with the addition of some lighting and decorative traffic signals still to come.
Street Closures
Red River Road is closed from Cumberland Street to St. Paul Street for phase one reconstruction. This closure includes the Red River Road and Cumberland Street intersection.
The section of Park Avenue between Court Street and Cumberland Street that had been opened for two-way traffic during construction has returned to permitting one-way (Eastbound) traffic only.
Note: the intersections of Court Street and Park Avenue as well as Court Street and Red River Road are now 4-way stops
- pay attention to signage in the area.
Transit Detours
Several Thunder Bay Transit bus routes will temporarily take detours to accommodate the reconstruction.

Parking
Street parking is available on Park Avenue, Red River Road, Cumberland Street and throughout the Waterfront District. There is also parking available at the Waterfront Parkade.
