In 1907, Port Arthur was incorporated as a City by the Ontario Legislature. The act stated that two additional Aldermen were to be elected along with the six Councillors already in place. The act also stated that starting with 1908 the Council would be made up of a Mayor and eight Aldermen elected by general vote.
On July 3, 1907, an election was held to replace Thomas Tennant who had recently resigned, and to elect the two additional Aldermen permitted by the Act.
