The 1907 act which incorporated Port Arthur as a City stated that when its population reached 15,000 the Council was to be made up of 10 Aldermen elected by a general vote, instead of eight. In March of 1913, the population of Port Arthur reached 15,000 and runners-up Burriss and McEachern joined Council.
