The Planning Services Division would like your comments on a proposal to:

  • Amend the Service Commercial designation policies of the Official Plan to allow for the development of new retail uses on the subject lands
  • Rezone the subject lands to the “C4-A” – Arterial Commercial Zone with the additional permitted use of Retail Store
  • Reduce the minimum rear and side yard setbacks and landscaped open space requirements to recognize existing conditions.
  • Establish any other related development parameters.

Your comments will be used to prepare a recommendation to City Council.  All comments received will become public information. This means that any information provided in written submissions, including names and contact information, will become part of the public record.

You should submit your comments to jillian.fazio@thunderbay.ca no later than October 9, 2020, quoting file number OZ-12-2020. Copies of all comments will be forwarded to City Council and to the applicant. 

Background

Currently existing on the property is a shopping centre containing three primary buildings facing a shared parking area. The site is currently developed with a standalone restaurant with a drive-through facility (A&W), a Shoppers Drug Mart, and an “L-shaped” multi-tenant building containing six commercial units.

There are two restaurants and a medical office west of the property and a restaurant and a financial office east of the property. There is a another “L-shaped” shopping centre and a hotel immediately north of the property There are light and medium industrial uses south of the property.

The property is zone “C4” – Arterial Commercial Zone and designated as Service Commercial in the Official Plan.

Proposal

The applicant has applied to for an Official Plan and Zoning By-law Amendment to facilitate the expansion of permitted retail uses on the site and recognize the existing conditions of the site.

Purpose and effect of proposal

The purpose of the proposed amendment is to amend the Service Commercial designation policies of the Official Plan to allow for the development of new retail use, rezone the subject lands to the “C4-A” Zone, and reduce the minimum rear and side yard setbacks and landscaped open space requirements to recognize existing conditions.

The effect of this amendment would be that new retail uses would be permitted to develop at this location and existing setbacks and landscaped open space would become compliant.
