The Planning Services Division would like your comments on a proposal to amend the Zoning B-law to permit the conversion of an existing building into a 5-unit apartment dwelling at 1510 Victoria Avenue East.

Your comments will be used to prepare a recommendation to City Council.  All comments received will become public information. This means that any information provided in written submissions, including names and contact information, will become part of the public record.

You should submit your comments no later than June 28thth, 2019, quoting Z-08-2019.  Copies of all letters will be forwarded to City Council and to the applicant. 



The subject property is located on the south side of Victoria Avenue East, between Franklin Street South and Selkirk Street South.


Currently the property is occupied by a residential building.




The Applicant has applied to amend the Zoning By-law on a site specific basis as it applies to permitted uses, access to parking areas, parking requirements, minimum frontage, and minimum area.

The Applicant’s site plan has been provided for your review.


Purpose and Effect of Proposal


The purpose of the proposed Amendment is to amend the Zoning By-law as it relates to 1510 Victoria Avenue East. The proposed Amendment would:

  • Remove the requirement for a driveway to access a parking lot,
  • Reduce the required number of parking spaces to 1.0 from 1.5 per dwelling unit,
  • Add Apartment Dwelling with a maximum of 5 units as a permitted use in the existing building at this site,
  • Establish the required frontage for an Apartment Dwelling at 15.2m,
  • Establish the required lot area for an Apartment Dwelling at 535m2, and
  • Allow the building existing on the effective date of the amending By-law to remain in its existing location.

The effect of this Amendment would be to permit the conversion of the existing residential building into a 5-unit Apartment Dwelling.
