The Community Safety & Well-Being (CSWB) Plan is our community’s roadmap. It looks at the root causes of safety and well-being issues — such as housing, mental health, racism, and community belonging — and brings people together to create long-term solutions.
The first plan was approved in 2021. Since then, new challenges and opportunities have emerged. That’s why we’re updating the plan for 2026–2030: to reflect today’s realities and shape the future we want, together.

Throughout August & September, we’re bringing the conversation to you with free, drop-in Community Pop-Ups across the city. Share your thoughts, enjoy activities, and connect with neighbours.

Plan to attend the Community Safety & Well-Being Forum
The Community Safety & Well-Being Forum is a free, community-wide event where residents, service providers, Indigenous partners, and local leaders come together to share ideas, celebrate community champions, and help shape Thunder Bay’s next CSWB Plan (2026–2030).
The forum is part of Community Safety & Crime Prevention Month and will include:

2021-2025 Community Safety & Well-Being Plan
Thank you to everyone who shared their insight and ideas regarding the development of the Community Safety and Well-Being Plan. Public engagement/consultation, including forums, focus groups and online surveys have been part of the information gathering from the community to identify key priorities and chart a path forward.
