The Community Safety & Well-Being (CSWB) Plan is our community’s roadmap. It looks at the root causes of safety and well-being issues - such as housing, mental health, racism, and community belonging - and brings people together to create long-term solutions.
The first plan was approved in 2021. Since then, new challenges and opportunities have emerged. That’s why we’re updating the plan for 2026-2030: to reflect today’s realities and shape the future we want, together.

Community Engagement
Community input and engagement is a core part of the Community Safety and Well-Being Planning. Over the past year, community members, partners and services providers shared their experiences, ideas, priorities through surveys, (on-going), pop-ups, a forum and ongoing conversations.
That input is helping shape the refreshed 2026-2030 CSWB plan and will continue to guide how we work together to improve safety, belonging and well-being in Thunder Bay.
Engagement does not end with a single event. It is an ongoing process of listening, learning and acting together.

Thank you to everyone who shared their insight and ideas regarding the development of the Community Safety and Well-Being Plan. Public engagement/consultation, including forums, focus groups and online surveys have been part of the information gathering from the community to identify key priorities and chart a path forward.
