Refreshing Our Community Safety & Well-Being Plan

Together, let’s build a safer, more connected Thunder Bay.

The City of Thunder Bay is refreshing its Community Safety & Well-Being (CSWB) Plan. The Plan is a community roadmap. It brings together local voices, service providers, Indigenous partners, and organizations to focus on prevention, connection, and support — so everyone in Thunder Bay can live well, feel safe, and thrive.

The 2021-2025 Community Safety & Well-Being Plan was approved in 2021. A lot has changed since then. New challenges have emerged, and community needs continue to evolve. That’s why we’re updating the plan for 2026–2030 — to reflect where we are now and where we want to go, together.

What is a CSWB Plan?

A CSWB Plan helps identify the root causes of safety and wellness issues — like mental health, housing insecurity, racism, or discrimination — and works across sectors to address them. It’s not just a City document. It’s a shared plan to make Thunder Bay safer, healthier, and more inclusive for all.

This Plan Belongs to You

This refresh will be shaped by the stories, strengths, and priorities of Thunder Bay residents. Whether you're a student, a parent, an Elder, a newcomer, a service provider, or someone with lived experience — your voice matters.

We’re asking:

  • What helps you, your family, and your neighbourhood feel supported and connected?
  • What would make Thunder Bay feel safer, healthier, and more welcoming for all?

What to Expect

From May to December 2025, we’ll be connecting with the community in different ways — online, in person, and through local partners.

You’ll see:

  • A short survey and digital storytelling tools
  • Community pop-up events across the city
  • Small group design labs and focus groups
  • A Respect & Safety Awards campaign to recognize local changemakers
  • Opportunities to share your input in multiple languages and formats

How We’ll Use Your Feedback

Every story, idea, and experience will help shape the next version of the CSWB Plan. We'll share what we heard, how we’re using it, and what comes next.

The updated plan will go to City Council for approval in 2026 — and will help guide local actions that improve quality of life for everyone who calls Thunder Bay home.

Thank you to everyone who shared their insight and ideas regarding the development of the Community Safety and Well-Being Plan. Public engagement/consultation, including forums, focus groups and online surveys have been part of the information gathering from the community to identify key priorities and chart a path forward.
