Build Thunder Bay (Housing Accelerator Fund) Grants
The Housing Accelerator Fund (HAF) is a once in a generation opportunity to build Thunder Bay for the future! The City of Thunder Bay has been awarded up to $20.7 million from the Government of Canada through the HAF to fast-track the development of new housing units in the city.
We have developed two Community Improvement Plans (CIPs) designed to add density and reduce barriers to creating multi-unit homes: the Housing CIP and the Strategic Core Areas CIP. With the funds available through the HAF, we have also created a number of grant programs to encourage property owners to add additional units. Learn more and apply for these grants today!
Community, Youth & Cultural Funding Program
The Community, Youth & Cultural Funding program provides support to non-profit Community, Youth & Cultural organizations and individual artists in Thunder Bay. The program has three components: sustaining grants, operating grants and project grants.
Deadlines include:
Project Grants - Intake I (Spring/Summer): Friday, March 22, 2024. Intake II (Fall/Winter): Friday, October 18, 2024.
Operating & Sustaining Grants - intake for 2024 is now closed. For 2025 funding, applications are due Friday, June 21, 2024.
Event Development Grant
The Event Development Grant supports not-for-profit groups with start-up and/or bidding costs associated with hosting inaugural or one-time events that are regional, provincial, national or international in scope.
Street Event Grant
The City's Street Event Grant assists not-for-profit organizations with paid duty policing costs to host sport tourism events and annual parades on City streets.
CEDC Tourism Development Fund
The CEDC's Tourism Development Fund supports continued tourism growth and development by providing funding through two funding streams: Tourism Event Fund and Tourism Product Development Fund.
Not-for-profit organization discounts
Land-Related Financial Assistance Policy
- The Land-Related Financial Assistance Policy provides a 25% discount to a maximum of $25,000 to all qualified organizations. Contact Realty Services to learn more at 625-3199.
Community Partnership Policy
- The Community Partnership Policy provides direction in the development of community partnerships for major capital projects between community groups and the City of Thunder Bay. Groups may fill out an application to the Fund for assistance in the form of cash or land contributions to assist with major capital projects with a total cost exceeding $100,000. The maximum grant is 25% of the eligible capital cost of the project. Learn more about Community Partnership Grants.
Recreation subsidies
Financial assistance is available to help with the cost of participating in a recreation program. Learn more about PRO Kids and the Subsidization Policy.

Downtown & Core Area improvement grants
The Downtown & Core Area Improvement Grants are available for eligible construction or renovation projects in the North Core, South Core, and Westfort Business Area.
Airport development incentive program
The Airport Development Incentive Program offers refunds for Aerospace construction activity. This is to help with development on Thunder Bay International Airport lands.
